The thirty-fourth article of the Regulations of the Council of Higher Education and Universities stipulates the following: With adherence to the requirements of this system and other regulations and what is decided by the Council of Higher Education or the University Council, the Council of the college or institute is concerned with considering matters related to the college or institute, and particularly with:
- Proposing the appointment, secondment, assignment and promotion of faculty members, teaching assistants and lecturers
- Suggesting or modifying study plans with coordination among departments
- Suggesting curricula, prescribed books and references in the departments of the college or institute.
- Encouraging the preparation and coordination of scientific research among the departments of the college or institute and working to publish it.
- Suggesting exam dates and setting the regulations for conducting them
- Suggesting the internal regulations of the college
- Suggesting training plans and missions necessary for the college
- Suggesting a plan for the extracurricular activities of the college.
- Deciding on student matters that fall within its competence and otherwise directing them to the University Council.
- Considering what is referred to it by the University Council, its President or Vice-President for study and expression of viewpoints.
